What this PR does / why we need it:

PR #87077 ensured that only pods would created by kubectl run. This PR updates the help text for the --restart parameter to reflect this change in behavior.

Does this PR introduce a user-facing change?:

NONE

PR kubernetes#87077 ensured that only pods would created by `kubectl run`. This
change updates the help text for the `--restart` parameter to no longer
reference the removed job and deployment generators.
