I will treat this as SIG Node tests since OUT-OF-RESOURCE handling was initiated and maintained by SIG Node in general. LocalStorage particular resource out-out-resource handling was drived together with SIG node and SIG storage together as part of local storage feature too.

SIG Node. The feature by using disk quota was initiated and driven by SIG Node completely. Thanks!
