Removes duplicate kms v2 service interface.

It got copied into k8s.io/kms as a first step and it is now being remove from k8s.io/apiserver (but imported).

Hi @ibihim. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

We are not 100% consistent about this but generally we use the last N segments when we want a better name (in this case N=2):

Ok! :) I am just slightly unhappy with the stutter kmsservice.Service. I wish I could come up with better naming.
