Manual cherry-pick of:

• Fixing gmsa-webhook install steps for Windows GMSA full tests #118365
• Automated cherry pick of #120948: Fixing attempt to deploy past allocatable memory limits test #121654

The purpose of this cherry-pick is to unblock CI for release-1.25 branch so that we can merge #121885
