Do NOT merge this until #122233 is merged and the new image (registry.k8s.io/etcd:3.5.11-0) becomes available.

Please note that we're already in Test Freeze for the release-1.29 branch. This means every merged PR will be automatically fast-forwarded via the periodic ci-fast-forward job to the release branch of the upcoming v1.29.0 release.

Fast forwards are scheduled to happen every 6 hours, whereas the most recent run was: Mon Dec 11 10:19:47 UTC 2023.

etcd to 3.5.11: fixes distributed tracing, OpenTel CVE.

Should we bump etcd versions for v1.29 and early release as well?

we can bump an old kubeadm version as well, but that should be only 1.29, because kubeadm supports skew against control-plane N and N-1 only.

...but i guess bumping all of the 3.5.x versions is less confusing.

Do NOT merge this until #122233 is merged and the new image (registry.k8s.io/etcd:3.5.11-0) becomes available.

#122233 is in progress and the image promote is needed after the PR is merged.
