Cherry pick of #57896 on release-1.9.

#57896: Use /proc/net/nf_conntrack.

/proc/net/ip_conntrack was finally removed from linux 4.9 onwards,
instead we should use /proc/net/nf_conntrack (see commit message at
https://git.kernel.org/pub/scm/linux/kernel/git/torvalds/linux.git/commit/?id=adf0516845bcd0e626323c858ece28ee58c74455)

@yguo0905: All 'parent' PRs of a cherry-pick PR must have one of the "release-note" or "release-note-action-required" labels, or this PR must follow the standard/parent release note labeling requirement.

The following parent PRs have neither the "release-note" nor the "release-note-action-required" labels: #57896.

@yguo0905: Adding do-not-merge/release-note-label-needed because the release note process has not been followed.

One of the following labels is required "release-note", "release-note-action-required", or "release-note-none".
Please see: https://git.k8s.io/community/contributors/devel/pull-requests.md#write-release-notes-if-needed.

/assign @mbohlool

This is a GKE test only change to fix the failure in https://k8s-gubernator.appspot.com/build/kubernetes-jenkins/logs/ci-kubernetes-e2e-gce-ubuntudev2-k8sbeta-default/407. The risk is low.
