What this PR does / why we need it:
Currently CSI volume's
Attach
operation will wait forVolumeAttachment
's status changes. In detail, it will:VolumeAttachment
object first and check its statusVolumeAttachment
's status changes and check its status periodicallyThe state checking operation in these two steps is exactly the same, so I prefer to extract this operation as a common function, this makes the code easier to read and maintain.
