Only allow the apiserver to follow redirects to the same host.

Does this PR introduce a user-facing change?:

Restrict redirect following from the apiserver to same-host redirects, and ignore redirects in some cases. Set alpha feature gate "ValidateProxyRedirects=true" to enable.
