Re-clarify NetworkPolicy policyTypes in docs #97216

What this PR does / why we need it:
Update the NetworkPolicy policyTypes definition in the spec documentation so its
clear that the three options are a list that can have "Ingress",
"Egress" or both.

Which issue(s) this PR fixes:

Special notes for your reviewer:
The existing documentation was causing confusion since "Ingress,Egress" is not a valid string option and is
rejected by validation.

Does this PR introduce a user-facing change?:

NONE

Hi @joejulian. Thanks for your PR.

I'm waiting for a kubernetes member to verify that this patch is reasonable to test. If it is, they should reply with /ok-to-test on its own line. Until that is done, I will not automatically test new commits in this PR, but the usual testing commands by org members will still work. Regular contributors should join the org to skip this step.

Once the patch is verified, the new status will be reflected by the ok-to-test label.

I understand the commands that are listed here.

 /home/prow/go/src/k8s.io/kubernetes/api/openapi-spec is out of date. Please run hack/update-openapi-spec.sh

@BenTheElder @fejta - the bot really needs to stop when there are files in conflict. Why was this one not tagged needs-rebase?

@BenTheElder @fejta - the bot really needs to stop when there are files in conflict. Why was this one not tagged needs-rebase?

The scan ignores any PRs with a needs-rebase label.

But the PR didn't have the needs-rebase label. I am not sure why the needs-rebase plugin didn't apply the label
