If not a staging repo, who should have write access

TBD—SIG Docs chairs will work with localization team leads to set write permissions.

This PR may require a request for several new members in kubernetes-sigs.

If a new repo, who should be listed as approvers in OWNERS

- bradamant3
- chenopis
- zacharysarah

If a new repo, who should be listed in SECURITY_CONTACTS

- bradamant3
- chenopis
- zacharysarah

What should the repo description be

Metadata for Kubernetes docs translation

What SIG and subproject does this fall under in sigs.yaml

SIG: Docs

Subproject: website

Approvals

SIG Docs chairs (@Bradamant3, @chenopis) must :+1: this issue to proceed.

Additional context for request

This request arises directly from the localization sprint at KubeCon/CloudNativeCon Shanghai 2018.

Specifically, this repo is to implement the logic described in https://github.com/servicemesher/istio-official-translation (content in Chinese) to track metadata in k/website and help localization teams track diffs in content.

I've got the repo ready, but I'm waiting on #259 to be able to invite @Bradamant3, @chenopis, and @zacharysarah to k-sigs. I can't add you as admins until you're a part of the org.
