Add dashboard uris to cdevents test events

Initial implementation of CDEvents Test Events looks great - only missing the uri property on testCase / testSuite / testOutput objects which should contain links to the corresponding items in the Testkube dashboard.

Since Testkube doesn't know it's public address I suggest to add a dashboardUri property to the values file - i.e.

dashboardUri = http://my-org.testkube.internal

which we be used to prefix the actual uri added to the emitted events
