The image importing procedure while velad install on darwin-arm64 will call ImageImportIntoClusterMulti of K3d, which will cause fail.

For now, the walk around is skipping loading vela image to cluster set up by velad install. So it's not fully air-gapped on darwin-arm64

Issue is not fully solved. The arm64 image can be import to k3d cluster, but it can't be started in container. The error is like:

failed to resolve rootfs: content digest sha256:<sha256>: not found,
