Describe the bug

the account with “project list” permission open web sometime request forbidden api.

To Reproduce

Steps to reproduce the behavior:

  1. create new role with "project list" permission
  2. create new project account with the role
  3. use the account login, open the application detail page, check workflow,
  4. there will be an error about "403" , because request forbidden api

Expected behavior

the account no permission should not request the forbidden api
