Removing setup.rb

Working through a licensing review of using this gem and uncovered that setup.rb in the root of the project has a license declared in that file as LGPL even though the project's is BSD licensed.

Looking at the commit that added the file it seems to be related to Ruby 1.8.7 support.

Now that 1.8.7 is no longer supported would be possible to that to be removed? It would be a big help.
