Delete draft-0003-kep-cli.md (#135)

PR general diff shows a difference between two states - current master, and the latest commit in PR. intermediate modifications during PR development, if they were overwritten, are not shown. Looking further into this the `squash & merge` diff of the PR latest commit to `master` was not showing the delete/rename. But c7697d4 shows the rename from `draft-0003-kep-cli.md` to `keps/0003-kep-cli.md`. Unclear to me why this is not reflected as this is the latest commit and you can't find `draft-0003-kep-cli.md` in it: https://github.com/kudobuilder/kudo/tree/c7697d4d74ef3cfe97758d1cafbc60525aa6a387/keps  

However, this PR/Commit should clear the funky state.
