What this PR does / why we need it:
The version of the Docker module that I pulled in was quite old and caused issues when I pull in the test harness as a dependency in downstream projects (in order to take advantage of unreleased features). This bumps the version to something more recent (latest master since they don't do releases here: https://github.com/moby/moby ).
