Summary
Prefix predefined system users and groups with
mesh-system:.mesh-system:, not justsystem:so we have clear distinction between Kubernetes and Kuma builtin users and groups.I also added an implicit unauthenticated user and authenticated group (just like in K8S), so we can build rules based on it.
