What's your CLI version?

0.83.9

Description & steps to reproduce

When on a remote/cloud context and i run kurtosis web, i get sent to localhost:9711 and its a blank page

Desired behavior

When on kurtosis cloud context and I run kurtosis-web, I get sent to the hosted cloud manager on kurtosis.cloud.com

What is the severity of this bug?

Papercut; this bug is frustrating, but I have a workaround.
