Strictly speaking, supporting jsonnet-bundler is not a requirement for supporting Tanka. In theory, if CMPs are chainable, a jsonnet-bundler CMP could take care of vendoring the libraries, while tanka CMP could use those libraries in a second step. Needs some research on chainability.
