Ok, libfontconfig-dev of Ubuntu 22.04 is 2.13.1-4.2ubuntu5. This seems to be causing the following undefined symbol error.

* ImportError: /home/docs/checkouts/readthedocs.org/user_builds/fontconfig-py/envs/latest/lib/python3.11/site-packages/fontconfig/fontconfig.cpython-311-x86_64-linux-gnu.so: undefined symbol: FcConfigGetFilename
