Describe the bug
When a policy spec changes, the updates of violations are failed due to empty resource version:

E1118 17:46:23.050254   14360 generator.go:159] failed to update namespaced policy violation: namespacedpolicyviolations.kyverno.io "pv-cjtq8" is invalid: metadata.resourceVersion: Invalid value: 0x0: must be specified for an update
