setup,ci: Prepare for the next release cycle

* Created the 21.09 release branch.
* Bump version to 22.03.0.dev0
* Start a fresh changelog for 22.03
* All new PRs should target the main branch and explicitly backported
  to 21.03 and 21.09 release branches if required.
