Photron's PFV version 4.0 saves mraw videos with a new, xml-based configuration file format (".cihx"). This PR adds support for reading this new format of files, as well as a
load_videofunction that returns both,mrawandcihobjects, compatible withpyIDI'sload_videomethod.
