Before proceeding with linearization of the optimal water flow (owf) objective function as per Stickel, we should ensure the suggested dimensionalization of pump variables results in similar solutions as formulations that use the default (SI) units.

Per our meeting, I'll stub out a new problem specification in src/prob/owf_agm.jl that mostly copies src/prob/owf.jl.
