rsync not included in lastest

Description:

I upgrade to the workspace latest tag to for a version of composer that is compatible with GitHub's new token policy. I found that rsync is not available in laradock/workspace:latest-* and it was in laradock/workspace:2.6.1-*. It's needed for deployer.

Expected Behavior:

rsync to be installed

Steps to reproduce the issue:

$ docker run --rm -it laradock/workspace:latest-7.1 rsync
docker: Error response from daemon: OCI runtime create failed: container_linux.go:349: starting container process caused "exec: \"rsync\": executable file not found in $PATH": unknown.
