[5.1] Flysystem disable_asserts config #14864

Flysystem introduced a feature in 1.0.26 that allows you to increase performance by disabling asserts.

This PR simply lets you set that config value.

Laravel 5.1 is technically closed for things like this, but this is so small I think we could allow it in. //cc @taylorotwell
