[Proposal] Send Notifications to Log

It would be useful for testing purposes to not actually send notifications but to save their payload in a log file. Similarly to how the log driver works for mail.

Right now some notification channels allow to do this but it's not common. A Framework wide option that channels developers could adopt would make manual testing notification payloads much easier imho.
