Enhancement: Enable self_static_accessor fixer

• enables the self_static_accessor fixer for the laravel preset

I have noticed use of static inside classes declared as final in

so perhaps it makes sense to enable the fixer for all users of the laravel preset instead of fixing these issues manually?

Will await @nunomaduro's feedback here.

I don't have a strong preference either way. I could see the argument for using static even if the class is final just in case the final is removed at some point.
