Forums: determine starting sections #48

Determine the forum sections that we'll launch with. Currently, I'm thinking about a laravel 4 help section a laravel 3 help section, and a laravel io section (discussing contribution and the nature of the site).

Any discussion on this topic is naturally welcome.

Correct me if I'm wrong, but I'm assuming we want to move the forum into just being a help only sort of environment?

If not we'll need somewhere for general and off topic discussions as well. Probably just a single area where virtually anything can go.

I want one forum to be about the laravel io community / site specifically. An offtopic area is probably a good idea.
