At the moment, I cannot say that I want the state from July 2011 since expl3.sty is still at 2011-06-19 even though the actual implementation files are newer. So the change date of expl3.sty should equal the latest bundle change date.

The problem here is that our current versioning relies on SVN properties, so different files have different dates. I'd agree this is not idea: personally, I'd prefer to have a single version for all of the bundle. I'll see what we can do to sort this.

I guess that the best plan here is to use a 'fixed' date for expl3.sty rather than an SVN-dependent one. I'll make that change and hope no-one objects!

This is to address issue raised in issue #35
It will mean that this date needs to be set for each CTAN release, but
the alternative (deliberately messing with the file for no good reason
just to step the SVN) seems more awkward in the long term.
