a few prereqs:

  • move npm scripts to use mkdirp instead of mkdir -p
  • figure out alternative to postgres in CI (depends on containers, which windows OS doesn't support)
  • migrate copy templates to TS instead of bash so it can run on windows (convert copy-templates.sh to a node script #2344)
