I'm not exactly clear on what this template is for. Is it for a theme user to create a "site documentation" page?

Nevertheless, all scripts and styles should be enqueued via wp_enqueue_script() and wp_enqueue_style(). Make sure to include the wp_head() and wp_footer() hooks.
