generalize sum_range_sub_of_monotone, a theorem about nats, to a theorem about commutative groups

This adds tactic.abel... probably this file should be refactored into smaller pieces, and possibly tactics like abel and ring should learn about some of the more elementary lemmas.

Otherwise, looks good to me (assuming we don't get a cyclic import with tactic.abel, but I doubt it).
