Observed behavior

The user profile page is completely separable from the user sign-up/login functionality, and there are some occasions (such as where accounts are managed outside of Kolibri) where it is desirable to be able to turn off the profile functionality.

The easiest way to permit this would be to separate it out into a different plugin.

Expected behavior

It should be possible to selectively disable the user profile page. The simplest mechanism for doing this would be for it to be two distinct plugins.
