Install Node.JS
Install npm dependencies by running following command in project root directory > npm i
run > npm run serve After this application will be built and server will be start. You will see the host of started server. You can connect with help of browser and emulate mobile browser with help of DevTool. If you want to test it as mobile application you need to install PhoneGap mobile app and connect to the host from it. (It may be required to install cordova platforms and plugins manually)
