Minor correction

Correct a redefinition of LOG_ALERT.

Initial version

First release of php.syslog.class.

It can be use in a PHP CLI script or in a PHP web page to send syslog messages to a syslog client.

Allowed protocols are UDP, TCP, SSL and TLS.

Compliant with RFC3164 and RFC 5424, 5425 and 5426.
