Description
Adding flags and customizing the PATH env extension to make the Windows CI stop flapping all over the place.
Motivation and Context
Getting rid of all the spurious build failures.
How Has This Been Tested?
Painfully, waiting for Appveyor to chug through it each time I had a wild idea.
