There are config options to not create the binary, but there doesn't see one to not create the start_clean.boot script (read through https://github.com/erlware/relx/blob/master/src/rlx_prv_assembler.erl and it seems required).

I'll go ahead and delete this in the Makefile for now ... we can always remove that command if it turns out to be necessary for some reason.

Note: I've reverted some of the changes made above in order to be able to start up LFE and Erlang inside a release on a system with no Erlang installed. See ticket #13 for more context.
