ci: verifier_global_subprogs can't be run on 5.5

We get:

  libbpf: struct_ops init_kern: struct bpf_dummy_ops is not found in kernel BTF

So even though it's irrelevant to the subtests we do want to test,
entire test has to be skipped, unfortunately.
