Even if AutoRelay is disabled, we should use AutoNAT to detect if our observed addresses work. If not, we should stop announcing them.

When doing this, we should also inject additional guesses like our public IP plus the internal port. This will help detect cases where the user has manually configured their router to forward port 4001.
