This PR removes relay. It is not updated yet, and its update is a blocker for some general cleanup. Therefore I think it's a good idea to just remove it altogether.

This PR also removes peerstore and datastore. relay was the last dependency to still use them. The replacement for the concept of a peerstore is the Topology in the core.
