AI needs to be created for all character so that players can choose to fight 
against them in a free play mode.

I still think that moveset-based modular AI is at least worth considering...

Would moveset-based modular AI take into account the combinations of moves in a 
moveset? Or would there be AI registered for each attack? Because that latter 
would lead to a lack in any AI strategy.

Smart AI is implemented. Full AI creation can proceed from there.
