Just like the "Playlist Thumbnail updater", such option would download all cheats for games inside the selected playlist.
The current Cheat updater option download the latest .zip file and extract more than 20.000 files, which is way too much when we can assume that most of people just have an hundred games.

Another way to make that easier, would be to make Retroarch explore the cheats.zip each time we do "Load Cheat File" (replace / append) and choose a .cht file inside of the archive.
Then when we select it, it'll be extracted to retroarch/cheats/[folder]/[file.cht]
(retroarch/cheats/Nintendo - Gameboy/Metroid II - Return of Samus (World).cht for example)
That way, with a simple cheats.zip, we could extract little by little our own .cht files either when we add it to a game, or even better if there's an option to extract all .cht files corresponding to our playlists.
Once again it would perfectly fit the goal of #12141
