Description

Create a playlist using a Windows tool that defaults to UCS2/UTF-16 (there are many of them). Attempt to open the list in retroarch.

Expected behavior

Retroarch displays that the list contents.

Actual behavior

The list is empty. No error message is presented.

Converting the list into an 8-bit format corrects the issue.
