Right now the user need to launch the Frontend from Steam and then choose a game to play there. After they are done playing they will drop back to the frontend and then back out to steam.
Especially on the Steam Deck it is a much better experience to have the game added to Steam directly, so it can be launched without first launching Retroarch. There are external tools for this, like the Steam ROM Manager which additionaly to scraping for ROMs and adding them as "Non Steam games" also pulls and integrates image data from SteamGridDB to get a beautiful addition of your ROM to the steam menu.
These external managers however are not exactly intuitive for the user and for the Steam version of RetroArch it might be easier to add a button to the quick menu of a ROM, adding the ROM with currently chosen settings/core etc. to Steam.
