Autoconfig disabled, Menu swap button disabled, other weirdness with new RetroArch

Also Max users increased, and even after setting a core override to turn on autoconfig, there are manually mapped entries for player 1 input settings (that I didn't set).

This core needs updated to work with the current RetroArch.

Edit: This might be something on my end, I will keep testing and report back.

Definitely user error. I had an old mednafen_wswan_libretro.cfg from the 'use configuration per core' days sitting outside of any folder, and RetroArch was pulling that for some reason.

Very strange that this version of RetroArch would see that, but the last several versions for months on end did not.
