Now that citra's core can load encrypted ROMs, it'd be nice to scan for them, if possible.
no-intro has an encrypted and decrypted hash of every game: right now the retroarch databases are only using the decrypted hashes.

Possibly if we switch over to serial scanning, similar to what was worrked on in libretro/RetroArch#10291 .
