pandoc (which generates our HTML) has an option for adding a table of contents, but it isn't working...or more likely, I'm using it incorrectly. I'll look into this.

Honestly, I kind of like it without the table of contents (but each section can still be linked to directly, and we have UI for that when mousing over it, which is half the need for the TOC).

Most pages are small enough that don't need this; the larger ones, like the 1.2 migration guide, could benefit from it, but we could also just add something manually to the top of those pages.
