Non-mod Content team people that monitor big broadcasts have timeout powers as a result of being a contributor and the monitored mod permission doesn't work on them.

it's better if mod monitoring remains a mod thing. You could probably give the content team public chat mod permissions.

You can also give just "chat timeout" which doesn't include the mod leaderboard, etc.
