Lock typeguard version to 3.x.x. The API has changed again in 4.x.x, it needs careful fixing.
Drop Python 3.7 support because it has reached EoL.
Try running CI on Python 3.12. Astroid doesn't support it yet, so we have to wait. But the rest of deal looks fine.
